North West Leicestershire leads the region by average value, at £66,189 — the eleventh-highest of any English council — reflecting its position within the East Midlands Gateway logistics and distribution hub. Blaby (£47,927) and West Northamptonshire (£43,209), both benefiting from motorway-corridor warehousing, follow. At the lower end, West Lindsey (£17,763), East Lindsey (£16,813) and Derbyshire Dales (£12,933) — rural Lincolnshire and Peak District authorities — sit well below the regional average.

The 2026 revaluation lifted the East Midlands' total rateable value by 16.4%, the smallest regional rise and behind England's 19.6%. Industrial values rose 18.8%, below the 21.4% for England but on a much larger industrial base. Office values rose just 5.9%, the smallest office increase of any English region, reinforcing how marginal the office sector is to this region's economy. Retail rose 9.7%, in line with England's 10.0%.

The East Midlands holds 1,120 properties with a rateable value of £500,000 or more at March 2026, 6.6% of the national total — below its 11.8% share of England's councils, unlike London, where high-value property is disproportionately concentrated.

For businesses in the East Midlands, the region's economy — and its business rates bill — is shaped overwhelmingly by logistics and distribution rather than retail or office space, a pattern the 2026 revaluation left largely intact: industrial property was 44.2% of the region's rateable value on the 2023 list and 45.1% on the 2026 list.
